Version 0.4.0 contains many house keeping improvements.  Much of these
changes were done many months ago in CVS, but the documentation has only
recently been updated.

- The Makefiles are reorganized.  Hopefully we can switch to distutils
  in next release.

- Tracks down the dependent packages and their installation procedures.

- Numerous bug fixes.

- Finally includes a LICENSE file, as required by Debian.
